Complaint regarding illegal detention and subsequent implication in a case of Bhagwan Singh Mokal by Police Station Mullanpur Dhaka, District Ludhiana

Here is The Text of the Complaint:

Subject: Complaint regarding illegal detention and subsequent implication in a case of Bhagwan Singh Mokal by Police Station Mullanpur Dhaka, District Ludhiana.

Sir,
I am a writer, human rights activist and formerly belong to the Indian Administrative Service.
In the last week of November 2007, I was approached by an old acquaintance S. Bhagwan Singh Mokal, also a writer and a political activist. He told me that he was being illegally summoned by CIA Staff Ludhiana and apprehended torture and implication in a case by the police. He further told me that he had approached the Punjab State Human Rights Commission which had directed him to see the Director General of Police, Punjab. Realising the gravity of the matter, I sought an appointment with the Director General of Police, Punjab.
At the appointed date and time as fixed by the DGP, on the following day i.e. on 4-12-07 in the morning at 11 A.M, I accompanied by Harshinder Singh, Advocate, who is a Coordinator on behalf of the Committee For Coordination on Disappearances in Punjab, in the proceedings before the National Human Rights Commission in illegal cremations case and S. Bhagwan Singh Mokal met him in his office at Chandigarh. In the course of the meeting the DGP directed Bhagwan Singh Mokal to present himself before Mr. Jaiswal, SSP Ludhiana and also gave an assurance that nothing illegal would be done to him and he would be released after questioning.
In pursuance to the directions and assurances given by the DGP, on 5-12-07, Bhagwan Singh Mokal accompanied by Giani Harinder Singh who is the President of Kendriya Sri Guru Singh Sabha and his NRI brother Shamsher Singh, presented himself before Mr. Jaiswal, SSP Ludhiana in his office at Ludhiana at about 12 P.M. He was then handed over by the SSP to an official from the CIA Staff in their presence. Thereafter, he remained in the illegal detention of the Ludhiana Police for almost 6 days. During his this illegal detention Giani Harinder Singh and Bhagwan Singh’s relatives met him on different occasions. They also approached the various police officials including the SSP of Ludhiana who assured them that he would be released soon.
However, on 11-12-07, he was framed in a case registered by the Police Station of Mullanpur Dhaka and shown to have been arrested from the Bus Stand. By that date he had already been in the continuous custody of the Ludhiana Police for the last six days.
Therefore, in the light of the above it is most humbly submitted that the Commission should inquire into the illegal detention and subsequent implication in a case of Bhagwan Singh Mokal by the Ludhiana Police and make suitable recommendations with regard to the withdrawal of false case registered against him.
